Rebuilding Iraq

British air carriers looked to be the first commercial airlines to head back into war-ravaged Iraq, starting with a trickle of relief flights and promising full scheduled services as cargo businesses began moves to return to a country still wracked by chaos.

Virgin Atlantic Airways said it would start first with its humanitarian aid and British Airways said it would launch three-times-weekly 767 service as soon as the country could handle commercial flights. That followed the move by relief groups into the ocean port of Umm Qasr, presaging new services by cargo operators who hope Iraq's vast rebuilding effort, its oil riches and its relatively strong middle class will lead to important new business.

"For sure, Iraq will play a big role for trade in the region," said Enver Moretti, the head of Middle East and Africa operations for DHL Danzas Air & Ocean. "The potential will be enormous not only from Iraq, but the ending of the regime will also allow the neighboring countries to improve their economies."

He said DHL Danzas hopes to open an office in Baghdad immediately "and at a second stage in Basra in order to serve our multinational accounts as well the requirements of the United Nations, humanitarian institutions, the private sector and doctors."

The most familiar recent images of the Baghdad airport were of U.S. Marines fighting their way into a sprawling facility that included a blown-apart Iraqi Airways 727, a vivid illustration of the destruction brought to Iraq's civil infrastructure.

In the meantime, U.S. freighter operators appeared to be maintaining strong business both with the military and the U.S. Postal Service as the rebuilding began. The USPS said last month it was chartering three 747s for daily flights carrying mail to troops in the Persian Gulf region, giving Atlas Air so much business it pulled a plane from China Southern trans-Pacific service.
